AFT-NH Legislative Bulletin (April 24, 2026) Defeat HB 1300

House Defeats SB 101 (Open Enrollment)

 Vigilance Still Required

VICTORY. A huge win today as SB 101, Open Enrollment, was tabled in the House after it failed to pass. This was a bipartisan vote with a core group of commonsense Republicans standing with all Democrats to support protecting public schools for all students. The deadline for this bill was today and any attempt to remove it from the table would require a two-thirds vote of the legislature. We do still have HB 751 waiting for action from the committee of conference so the issue is not done, and we will be calling on you again in the near future to take action but for now we can celebrate and take a deep breath.

Urgent Action Needed.   Next week the Senate will hear HB 1300, the bill that would require putting a vote on school tax caps on the November state and federal election ballot in every town every two years.  Communities already can adopt tax caps if they want at their local town meetings, where towns discuss their local business and taxes. Holding votes on spending caps for schools, in November, when voters are focused on federal and statewide races instead of how their towns operate,is a bad way to do business. Voting for caps in November in the middle of cities or towns budget planning process is also going to be a problem for a lot of our municipalities.  The bill will be heard before the Senate Election Law and Municipal Affairs on Tuesday, April 28th at 9:30am   AFT-NH Opposes this bill.

Please contact the Senate Election Law and Municipal Affairs Committee and tell them to vote Inexpedient to Legislate.

After taking this action, we encourage you to sign in and oppose the bill.

Please see our legislative tracker below for other priority bills being heard next week.

Thank you for taking time to protect public education in NH.
